Facing plunging oil and gas revenue, Alberta plans to spend its way to a $4.7 billion deficit this fiscal year to make sure that education and healthcare doesn't suffer during this budget shortfall.  However, there is concern about the increase in spending over last year, especially in a Province used to high revenues.
