A gap is emerging between Canada's have- and have-not provinces on how easy it will be to rid their ledgers of red ink.

Although nearly all provinces are grappling with deficits today, resource-rich jurisdictions like British Columbia and Alberta are betting they can dig their way out of trouble in as little as 36 months.
