Despite announcing a freeze in salary increases for Members of Parliament and of the Senate, the Throne Speech was very similar to previous Harper speeches.  One of the looming questions was whether or not Prime Minister Stephen Harper needed to prorogue Parliament, as he said that they needed an extended amount of time to get an economic plan together.  That being said, there was very few new items introduced to the government's overall economic plan, which tends to confirm that prorogation was political manoeuvre .
